Horrigan was a secret service agent who was (I believe) exposed to FEV during the excavation at Mariposa (or he may have been a test subject, I'm not sure). The Enclave scientists then carefully engineered his mutation using FEV injections and the armor Frank wears in order to turn him into the end...
