Perhaps the Gamesurge server you're trying to connect to is down.
Go find a list at Gamesurge's web page and use one that works, maybe.

Perhaps you installed a new firewall the other day that is not allowing mIRC to connect to the network in question.
See if it allows you to connect to other networks. If it does, you're pretty dead.
