whenever i boot up my pc now, 90% of the time my taskbar is totally frozen and i can't do shit about it. i fooled around with settings and whatnot but it doesn't look like that'll do much. so any advice, peeps?
suppose you're thinking about a plate of shrimp. suddenly somebody will say like 'plate' or 'shrimp' or 'plate of shrimp', out of the blue, no explanation.
As a temporary solution, killing explorer.exe from your processes list and then restarting it (Task Manager - Run - explorer) might unfreeze it.
Is your HDD grinding while it's frozen? CPU locked at 100% usage? Have you made any hardware changes lately? Do you defragment your HDD often? More info pls

ctrl-alt-del
Use Process Registry online to see what crap belongs and what crap doesn't.
Terminate the unneeded crap.
Then go to control panel, settings, startup progs.
