Well if karma played a big role in the mmorpg people would think twice about killing random travelers. An example would be towns would kill you on sight due to your karma. the amount of bad karma needed for this to happen would depend on the town.

runescape is partly free you can pay for extra skills and tdzk is free but is down cos some one hacked it

I got to disagree in that bounty-thingie with you Rosh.

Ever heard of a guild "The Syndicate" in Ultima Online before?

Check them out, they're a pretty cool bunch. They do 20-100 person RAIDS on PK-camps. I read a story (with screenshots) once where they had destroyed THREE Playerkiller-guilds and looted all their houses in a week. Every battle took from 2 to 4 hours. Then they took over the houses (this happened when the one with the key always owned the house) and gave them to their members who didn't have any. Oh and they have this island city, Arx Draconis, with 40 shops, 4 libraries, a castle, a tavern and of course the guild members' own houses.

And they aren't the only ones who want to do good. There are several guilds and lots of people who want to play legit, play fair and HAVE FUN instead of destroying other's fun.

There are several ways to limit PKilling, but I'd consider it as a part of an post-apocalyptic/Fallout MMORPG where you don't fight dragons with a party.

I'm well aware of them and that sort of thing, and have seen more than my fair share of raids. All that is perfectly fine, congratulations, whatever.

However, overall, a bounty system is extremely ineffective in preventing PKing, or even regulating it.

I'm inclined to put in my two pennies when it coems to PKing and prevention. Simple fact is that if its possible to kill players, it is impossible to ward griefers and groups of griefers. Saying "I'll give someone 100 caps for killing him!" will get you funny stairs and nice chuckles. The only time that would work would be if a large guild offered a very, VERY appealing prize. And of course, that wouldnt be a very common occurance. No one really wants to toss away a bunch of cash because of a guildmate that got torc'ed. They'd rather just go power him/her back up in the span of about ten minutes.
Simply put, PvP is one of the reasons FOOL SHOULDNT be processed. No one has gotten it right yet, no one. THere are nine-go-jillion flaws in every PVP system. And sadly a lot of game flaws stem from the PvP area.

I thought post-apocalyptic fallout setting WAS ALL ABOUT backstabbing, murdering, ambushing, robbing etc. ?

Yes, that is true. A Fallout universe-based OL game would inevitably revert to backstabbing and murdering, et al. But thats the downside. No one who likes the security of playing in a newbie-friendly environment until they get used to the ropes will say "Man, this game really stays true to the fallout feel, look how that level 15 raider just mauled my ass all over the place, man thats cool =D" It just wont happen that way. You'll lose a lot of players that way. If the game was just an open killing ground, a goodly amount of fallout fans would most likely turn away from the genre.

Well there could be like a province in NCR with laws, that would forbid/deny all PK'ing... Like the PK-free zones/continents in UO.
