Usually it helps moving around bit, so your NPCs will eventually wander off and don't block the passage anymore. If there's a crowd, more than one NPC blocking your way, then you're stuck.

I'm not sure if I would like to see a FO Gold(well depends on weather it will be good enough), but fans should go with it. Nothing wrong with trying.
Also BIS stuff may know FO, but it doesn't mean they can't use the input from fans, who are their target market.
I don't know if BIS people should be the ones making it. If there is a FO3 in the upcoming contracts, no. If there isn't, why not? It's not the first time you'll get a gold game version. It's not out of the question.
