I think if you have a low karma, there should be a dialog thread describing how badass you are. If you follow that one through, you get to sleep with her.

I always thought it had to do with Charisma.
High charisma characters in my game used to always be able to get her, but low charisma characters which I'd played though the same style were unable to.

It is a combination of factors, I think.
Char>6, I think.
Karma may be involved to.
