The point is that throwing, on it's own, as is in the past Fallout games, is a skill that is ignored by the vast majority of players. It simply is not important enough to waste skillpoints on. Even with the improvements you suggest, it would still be something that most people would not waste skillp...

You need good heal skill, or pay a doctor enough times to heal you that it will go away.

Eh, what that means is, the chance a doctor has to heal the scar is somewhat random, so sometimes you have to buy his services several times in a row to get the scar healed.

A gunslinger absolutely has to be a technologist and make his own guns..otherwise all you get is crap. Get the bullets schematics, and learn the first two healing schematics(Regular Healing and Stamina Healing) This way you'll be able to heal up, make your own bullets and shoot a whole lot of things...
