Just got FO:T. I'm going to create a new character. As always, though, I'd like to know what kinds of possibilities exist to improve my stats, so I don't waste points. Somebody give me the low down!

Are Chuck's chances of giving you 2 luck points random, or are there other requirements that need to be met? I'm at that stage of the game now, and I've been getting 1 point over and over.

Just started Fallout, went back to Vault 13, and I can't seem to get the water thief quest. I've tried talking to just about everyone in the Vault, including the water guard, and no one makes any mention of the thief. How can I get this quest?
