Can special characters from fonts be used in the text like ¿, ñ or ú or any others with accents?

Only some. I'm not sure of the entire character set supported by the game... There was an app to convert the the fonts to a BMP format and it converted all the chracters available but I don't remember where to find it since fallout.ry stoped hosting TeamX.

[edit]Reading the AAF file format, they support 256 chracters and the normal chracter offsets match ASCII, so I'd expect them to be something similar to US ASCII[/edit]

You might want to contact those who worked on various translarions like the Polish and Russian ones.

I'm assumingyou want to use them in Fallout itself?

Someone was asking over at a spanish fallout forum. There aren't too many additional characters that are in the spanish language. and they are usually included in most character sets.
