My problem is that I'm not getting any. I few days ago I played with a character that had a low luck (4) and I didn't get one special encounter... I figured that the luck must've caused it.
Some time later I replayed with 10 luck and the explorer, ranger and scout perks which are supposed to increase your chances. I got as far as getting the geck and still no special ones. What the hell? Where is the problem? Does anyone know if perhaps it's OS related or some other stupid shit like that?

Methinks you are just unlucky...using a character with Luck of 2 i found a special encounter that i never found in previous games. If you have Ranger and Scout and high luck and such i suggest going to Gecko on the map then going all the way to the bottom of the map then back up to Gecko and repeat this a few times. If this dont work then either you have the luck of a drowned goat or your game is bung.
its all just luck, your luck in game does affect it, but your... out of game luck, if you beleive in luck, also affects it.
i remember when i first found out that a trader north of modoc sells the alien blaster, when i went up there, after about 2 mins of running around i got his encounter (for the first time) and he just happened to have it. (non hacked char)
but, i tried it recently, with a char with 10 luck, etc... and i found him a total of 12 times, and every time he had something useless that i didnt want.
so, despite ingame luck, you still might not get any encounters, even if its at 10

Come on people, not one, NOT A SINGLE ONE through the entire game? That never happened to me. When I think about it, while playing on windows xp, I didn't get one special encounter. And I replayed it many times now, with different stats and perks.
You might've called me lucky back then, but I always got the bridge keeper. Always. Between The Raiders and Vault City if memory serves me right.
There seems to be some kind of REAL problem here.
By the way, the alien blaster never made it's way into part two, it was replaced by the solar scorcher.

That's untrue, the alien blaster is sold by the trader mentioned by Strapon2. I never got it though, I was running there A LOT but he never had it in my games. That's not really a special encounter, it doesn't show that small green circle on the map. Btw Solar Scorcher is cooool.By the way, the alien blaster never made it's way into part two, it was replaced by the solar scorcher.

I've had a few games like that. The car makes special encounters very rare (compared to if you were walking) - and upgrading it makes it faster (making encounters even rarer...) That's why in FO2 you usually get way less special encounters since you get less encounters altogether....
Your in-game luck has nothing to do with special encounters in FO2 though. You just need "real-life" luck.

Why didn't I find the frm file of the alien blaster in the game? If there is no frm file, there is not blaster is there? Unless you are talking about a pink rectangle that says "alien blaster" But that would have to be present as well and I don't recall it.
Red, you may be right. Actually... The car was one of the things that I got ASAP. Maybe what I should try is forgetting about it and investing into one pathfinder perk? Hmm. Oh and one more thing, if luck doesn't have anything to do with special encounters, they must've changed that. I read in the FO 1 guide written by Tim Cain and Chris Taylor (you can read it at NMA) that extremly low or high luck effects special encounters.
Dammit. Looks like I will begin the game... AGAIN. Killing those fucking rats in Klamath is getting boring beyond belief.

That is correct, they changed how it worked from FO1 to 2... I don't know if it's a mistake or what, but at best Luck is barely influential on your special encounters (unlike Fallout).
There is a FRM file for the alien blaster in FO2. They didn't remove any art from FO1... Heck, the damn town map art is still there as well as the ending sequence pictures... There's still some audio and scripts from FO1 laying around too.
Perks/Skills won't help you find encounters, however a very high scouting skill will allow you to avoid non-special encounters, which is great and basically amounts to the same .

Guess you are right. I missed it. Heh, they even left the Tandi inventory icon when you haggle for her with the Khans. Fo 2 seems like nothing but a lousy mod which was a commercial production.
One more question. I live in Europe, bought my fo 2 here, so by all means I should have the european version. But I patch it with the US patch and it works. What happens when you try to patch it with the wrong version?

If you have the european version you shouldn't have kids in your game - install the children patch and then the US patch. So in fact US patch is the only one you need and it works with the european version+kid patch.One more question. Are you polish? I bought it in Poland as well and I got the US version. Only catch is that mine is from on of the cheap ass magazines, namely CD action.
Edit: One more thing about the special encounters issue... I just noticed that I installed the Christmas mod by TeamX which was supposed to increase your chances of special encounters... Maybe it does the opposite?

Yeah, I'm Polish of course. I bought Fo1 in CD-Action, got hooked, bought original Fo2 week later. CD-Action had US versions of both Fo1 and Fo2, while UK version of Fo2 was normally sold in Poland. I have to say as much as I hate this magazine, I'd probably never play Fallout without it and my life would suck . Anyway, like you said, your problem is probably caused by this mod.
Yeah I bought the same thing. It doesn't have kids but it does have the original intro music that was replaced with an ambient track in CD-Action version. What bugs me is that all versions of Fo1 (CD-Action and this one) I have seen are badly recorded and cd-drives have HUGE problems with them. I spend lots of time trying to install the damn thing. I don't care about the manual (there are English .pdf versions) but I never wish to see that Polish version they made lately.
