I just got a laptop to use while I'm bored at work, so I thought I'd reinstall and play Fallout after all these years.
Only thing is, I don't remember what my ideal stat distribution was! Can anyone tell me what all of the possible improvements are, or point me to a link that contains such information?
I remember that the doctor in the Brotherhood of Steel base can boost several stats by one (anyone know which ones?). I also remember that one guy in that one town (...) that can boost luck by one or two points, and the random encounter with the singin' dude that boosts charisma by one. What else is there? And how much strength does power armor give you? Thanks in advance for any assistance.

iirc PA gives you 3. and the guy at the BOS can give to (i think) all stats but luck, and i think charisma.
you would be best off getting moderate strength (6 or so) and higher PE, and either start with or tag later energy weapons. the PE really helps for range with those things +a high skill you are unstopable.
i never really got those stat boosts from the BOS doctor... mainly because i would rather spend my time completing quests and running around on the worldmap (for skills) rather than sitting on a table for 3-6 weeks just for an almost useless stat boost (that late in the game i dont think it is as effective as boosts to skills) but thats just my opinion.
make sure to grab the hunting rifle in vault 15 (2nd floor, southern most room's bathroom behind the toilet) just because that really helps at the beginning.

suppose you're thinking about a plate of shrimp. suddenly somebody will say like 'plate' or 'shrimp' or 'plate of shrimp', out of the blue, no explanation.
Are Chuck's chances of giving you 2 luck points random, or are there other requirements that need to be met? I'm at that stage of the game now, and I've been getting 1 point over and over.+2 to LK from Chuck in the Boneyard.

Nevermind. :p I figured it out right after I posted that last question. You can access his "advice" through the main conversation path, get the luck point, and then go back and ask him what he does in town. He'll immediately draw The Fool a second time, and you'll get another luck point. Definitely a bug.
