My luck is 10 and my outdoorsmen skill in 300% why am i not getting any.
IRA all the way fuck the queen and the UDA we are the Bhoys from south of the border so fuck the queen and the orange order.

iirc, special encounters are not dependant on luck, although I can't recall exactly if Outdoorsman is... just keep walking around and avoid using the car.

Im not useing any such trainer.I got it up to 300% by useing a lot of outdoorsmen manuals i got in a shop in san francisco.

I thought manuals only raised a skill to 90% or so..
suppose you're thinking about a plate of shrimp. suddenly somebody will say like 'plate' or 'shrimp' or 'plate of shrimp', out of the blue, no explanation.

Yup, skills can only be raised to 91% in FO/FO2 using books. FoT is another matter, though.

I used manuals to raise it a bit but when i cleared the game i got the fallout 2 hintbook off father tully in new reno.

get yourself the explorer and other such perks, anything that has to do with "special/random encounters" can help if you really want to find them. (and with the hint book it is no sweat to gain levels.

Not as I've seen. I've only gotten the bridge encounter, and COBD encounter, even after the hintbook (Outdoorsman 300%) and all the available SE perks. None.
