What Lieutenant's holodisk for?

I killed Lieutenant at the Military Base (Fallout 1) and found a holodisk, belonging to him. I downloaded data from the holodisk to pip-boy... but nothing happened! So what is this holodisk for?

I believe that can decode the security codes on one of the computers in the control room on the bottom level.

The circular style key in one of the lockers is what arms the bomb in the cathedral, grab it if you want to finish the game that way.

2 Doyle: maybe,
but my character hacks the computer without that holodisk and with it (probably because of science (123%?))
