Shotguns

I've decided to make shotguns more unique and even more useful for my campaign. They will do anywhere from 1-15 (less or more max damage, depending on the weapon). Due to the Cone's odd effects, this makes the shotgun more of a "chance" weapon. I think it improves the shotgun/s. Plus I will be giving the full burst that the guns originally had (like 5 for pancor). Good for crowd control, but other weapons might be useful in a one on one :)

Im also adding knockdown to all shotguns. That should counter not having much minimum damage.

Yea, giving shotguns knockdown is a nice way to make them abit more interesting.
