Saint P. can be the Overseer. Hammer can be the Vault Dweller:

SP: "Uh, Hammer, our Water Filter Chip is broken. The Shelter needs a new one. We need you to venture out and find us one."

Hammer: "Fuck that! I may be the only one in this Shelter who has the skills to survive the outside, but hell if I'm gonna save you all and then get thrown out."

SP: "No, i-i-it's not like that! I, er, we won't throw you out. Really."

Hammer: "Ain't happenin', jack!"

SP: "Alright, we'll just tough it out till we all have to leave the Shelter. Until then, could you go out and check the Water Filter Chip to make sure it's really broken?"

Hammer: "Umm, alright. Be right back."

(Hammer exits, SP has the Shelter door closed after tossing out some shitty starting items along with a broken PDA to track progress.)

Hammer: "You bastard!" (picks up a .22 pistol) "Don't you know my rule of 4's?" (walks off in search of the Chip, all to the tune of Iron Man)
