Fallout is owned my Interplay, plain and simple. Not to mention the fact that it would require a whole, whole, whole lot of time. The Fallout/Fallout2 engine and tools released via GPl could speed the whole thing up, and as long as Interplay said they allow us to use the name in noncommerical means we could make a "Fallout 3" and have it for download.
My opinion is as follows:
Ask again if Interplay releases the Fallout code via GPL, and givesyou express writen permission to use the Fallout name for noncommerical perposes. It would help if you arrange someone who can incorperate a 3D engine with it, before asking around for everyone to pitch in, as well.
Dark Underlord has already started a similar project. I'd talk to him, and pool resources. He's usually lurking around at NMA. 8)

Yeah, that Fallout game for console isn't really a Fallout game. It was code named Fallout Fantasy but the real name is Lionheart and it is about midevil stuff.

You mean Interplay? They had people working on Fallout Tactics as well, and still managed to screw up the Fallout setting with that game. Heck, they had Chris Taylor, who was the lead designer on Fallout, working on Fallout Tactics no less.
Just call if FallIn or DropOut, wait, drop out sounds like a game where u r trailer trash and u dropped out of highschool to take care of your nephew/son...
