No, from memory, in the VC courtyard there is a boy who is looking for a Mr. Nixon doll. If you give it to him and then wait a while he tells you about a wrench (or some other tool Valerie, Vic's Daughter, wants you to get) that is hidden under some rocks a few metres to the north east. Then just use the rocks and you'll get the wrench, which saves you a lot of time if you got valeries quest to make the super tool box.

Also, when I did it I think I stole the mr Nixon from the kid and then gave it to him, ie he was looking for something he already had - weird.

If you give the doll to curtis nicely, and then hang around until his floating text (above his head) says something about "should we dig up daddy's wrench?" "it's right over there in that pile of rocks"
then you can find it.
Otherwise-- if you rip off nixon's arms, IIRC you get exp or karma for "teaching curtis a valuable lesson"
