Setting
Ok is up to players what setting do you want ?.
Actually, one between 1 and 2 would be good. You can have occasional random encounters of people looking for the Vault dweller, or stories, or maybe meet him after he supposedly left Arroyo.
I also prefer the less advanced cities, and more people trying to survive. No force fields and junk like that. Maybe a few 'old' places, but not a place like NCR.

Fallout 1 is best atmospherically, though Fallout 2 has a lot of interesting elements to add to the equation too. So I'd agree with Lup / Danferry. But please, leave FOT out of this.
suppose you're thinking about a plate of shrimp. suddenly somebody will say like 'plate' or 'shrimp' or 'plate of shrimp', out of the blue, no explanation.

I like fot:craptics setting
The one setting I like alot is the one featured in Fallout:Tactics. Now grant it that it wasn't very good as far as storyline is concerned but hey there is a least a couple of dozen locations you could travel to infact my rp group likes Fallout PnP alot!!! We play only once a week though.
Ignore my warnings and pay no heed then your live will be ended shortly indeed!
