Fallout Hint Book from the drunk father?

I thought this was a joke when it said father tulley gives you a fallout hint book. Because i tried everything to get it. I tried ALL the dialog, no book. Stealing, no book. I shot him, no book.?

How do i get this guy to give it to me? Detailed answers please.

PS: Was does it do anyway?

Beat the game, go talk to him, and he gives you the book.

It gives you 300% in every skill.

Arg! The damn drunk wont wake up! I click Pip, 1 hour, I check on him, still sleeping. I repeated that process for 24 times, he wont wake up!

Try taking a little trip to another city, such as the NCR, then come back to New Reno. Enough time should have passed that Tulley should be awake again. You can gain many additional perks by reading the book over and over, up to a level 99 character.

I find resting to the opposite time of day wakes him up (so if it's day, rest until night (12 hours)

No I think he's always passed out during the day, so wait until night time (2-3 in the morning) and you'll see him get up and shuffle to the front.

Along with the hint book, you can use the computer terminal in the upper left hand corner of the level3 library in Vault-13 for some massive EXP.

(And a lame trick to do during the game -i think it gets patched- is to give *furgus? in NCR's presidential biulding the spy holdisk, and then steal it back and give it again as many times as you want. this is lame though... so don't do it if you like playing games the right way.)
