FO3 Bad Guys
Ok this is my idea for who the main bad guys In FO3 should be. I’ve posted this before on a different forum.
Name The Horde
Before the war they were : The US Army in Canada but when Nukes fell on the US they where politely told in a memo:
“Wars over, can't go home, its way too radiated, loaded up the last of the fuel into my chopper and I'm going to somewhere warmer like Cuba.

After the war : there was complete chaos and they split up into small tribes constantly fighting for resources. After the radiation went down they started attacking the civilised areas in the south but weren't much of a threat because they were pretty much a disorganised rabble but in recent years a leader has emerged. The attacks are getting more and more severe and the leader is apparently trying to turn the horde into a formidable fighting force
Why they are Evil : if they invade they will kill every one no exceptions.
Note : Horde babies have their faces slash a day after birth in order for them to get used to pain.
I've noticed allot of people would like to see civilisation knocked back a bit to return to the post apocalyptic feel of FO1 rather than becoming pure sci-fi so here's your reason. On the other hand if you would like to see the natural progression, the destruction would not be total and further south there would be the more civilised "nations" such as NCR. (I think FO3 should be set in the state of Washington)

No they are not the Enclave again because:Um.. So, basically, the Enclave again?
1) They hold no allegiance to the United States.
2) They have no training.
3) They are not technologically advanced (they may have the odd bit of scavenged or stolen power armour but that is it).
4) They live in tribes.

No. But it does turn them psychological nut cases they just say that as an excuse.Does slashing babies make them immune to pain? Hmmz. sounds rather wicked to me.

Yes i imagine that’s part of it but the main reason is because they live in Darwinist society with survival of the fittest comes first and only the ruthless, strong and intelligent survive.Why they're evil? They had to see The David Letterman show every day until their 20's!

Wouldn't they be like raders...
Anyway it would be neet if two sides in FO3 got hold of some old nukes and were building up milatary forces (like lots of homemade tanks and other stuff) and were thretning war between each other. And depending on how you played you cold help one side or the other, stop the war period, or throw the war in to full swing.

Ok maybe it's just me but Fallout (the series) has always seemed far more "gray" than my first reading of "The Horde". They seem very monochrome. Let's give them some shading....
I like the tribal element of The Horde, so why not take that to its logical conclusion: Not all tribes (described as The Horde by those outside) are evil. Not all are baby face slashers. But they all have links to each other, and they all dress fairly similar, so how do you tell? Great opportunities for tragic mistaken identity here - good plot handle.
And perhaps they're not just the remnants of the US Army in Canada - although that's part of it. Perhaps they are the remnants of the US Army
all over the world and they've all been trying for the best part of the generations since the war simply to come home to the "promised land" however they can. Mostly they've been fighting though whoever's been in the way but sometimes joining and bringing along as well, and they have "radio" contact with each other throught their "shamans clan" which are the old techies descendants. If someone is born a "techie" then they're lucky. They are a non-soldier and the rest of your tribe treats them well. Techies fix weps etc. Note the difference between "clan" and "tribe" here. The "clan" of techies is across all the tribes.
But of course home doesn't particularly want them back! Home is stretched for resources, the old industrial centres are still irradiated hellholes, and to "home" these crazy tribes just look like invaders.
There's plenty more dark stuff in your idea, and I really like that about it. Plenty of potential I think. Do you like my slant on it? Other thoughts?

There are two kinds of people: Those that finish what they start, and blah blah blah...
That promised land thing gave me an idea, how 'bout (hypoteticly) you have them want to go to D.C as some sort of Mecca, where they beleiceing that all of their problems will be solved there (kinda like the emreald city from the wizard of OZ) but beacuse the city was VERY nuked (like 3-4 25 megs) it is almost imposible to get there, so you need to find a super vault-tek Lead Armor Suit (the plot go go find the suit, the get item x [declaration of indipendance if its in D.C] the return to the tribe)

Hypothesizing here: If they're a threat, despite being mere tribals, they would have to find something that would give them an edge over the "civilized" people. What about finding an old bunker-warehouse full of top secret weapons-PA design schematics, the tools/machinery to build them and getting a new scientist leader(who knew the location of the warehouse as a legacy of his family but until becoming a leader didn't have the manpower to use it). you could throwin a couple of rapid learning devices(tribals can't build PA if they don't know to distinguish a simple systolic motivator from a vacuum tube if they saw one after all)

Well, if you look at the other Fallout games, it's always been more of a dire threat than "a bunch of people with powered armor and gatling guns." The master wanted to create super mutants that could survive in the harsh wasteland climate. Only thing was he'd kill anybody who didn't serve his cause. Now the Enclave wanted to release the FEV toxin into the jetsteam to kill all the 'mutated' people on the earth.
The Horde, on the other hand, sounds very black and white. They're going to kill people, because thats what they do. Thats great, spiffy- Yet not very Fallouty.

That's why I suggested that perhaps we should see the Chinese this time around in another thread. Of course that would be black and white again since the only reason I would see for them to be a threat would be the revenge factor. Still would like to see them, even not as a major threat. Time to see what hapened to the rest of the world anyway.
Btw, since I'm taking the basic idea for the Horde and twisting it, what about if this scientist has an agenda? E.g. doesn't like the Shi for instance? And unleashes the Horde to cover up his real plans of constructing a weapon or devise to eradicate the Shi?(who could be responcible for the death of his family for instance, or his family being members of the Shi and due to their experiments, everyone is killed and he survives, victim of a mutation, and perceiving this mutation as a good thing, wants to make everyone else like himself, but people cannot really survive the procedure?)

The Horde is basically a mass murdering bunch of bastards and it’s really hard to give them or the leader a secondary Agenda other than reclaiming the Promised Land. I like the idea of "techie's" that would mean they would be capable of capturing and maintaining but not making weapons, other than melee weapons like Hammers, knives, etc"shamans clan" which are the old techies descendants. Their advantage over the civilised area in the south is simple numbers . Canada would probably not have been nuked at all through fear killing there own, so there for they would probably have much larger "human breeding stock" than those of the south. There not tribals they just live in a similar system of government with a chief etc.

They're throwing sticks and rocks, while there are many fewer people with miniguns, organized militarys(think the NCR not too long after Fo2), and tons of basic weapons. Play though Fallout, and just look at the stockpiles of stuff you get. 12 miniguns, 13 rocket launchers, 2 gatling lasers- Just from the military base. It's an insane amount of equipment that 'civilized' people have. Put a few people in Power Armor, give them Gatling miniguns, and numbers go down.
It's not good for a main villian, because of the fact it's just not practical. It's black and white, and isn't very multisided. The Master and Enclave both had noble goals, although the Enclave was a bit more twisted in their was of achiving such goals. The Master hid himself behind religon.
These tribals just want to wipe everything out. Not to mention their social structure couldn't support anything very large. Cheiftans are nomadic and small by definiton, and so unless they developed states, nonslash-and-burn agriculture techniques(leading to agricultural surplus, and that leads to specilization, and so on, and so on...) they'll remain small, and relitively weak when compared to most towns, cities, and brotherhood outposts.

WHY THEY ARE EVIL: They're the Chinese....you know, the people we started the war with. They still think that the wasteland is secretly harboring extra nukes to put the last of the Chinese government (ie, them) out of action. So, they're going to kill everyone. We are, after all, filthy foreigners.
ORGANIZATION: A mixture of fuedal vassal system, caste system and military ranks. The General is now the Emperor of the Glass Throne, with each rank being a vassal to the next. The castes resemble ancient Japan (because I'm not familiar with ancient Chinese caste systems), which go in this order: Imperial Family, High Nobles, Low Nobles, Soldiers, Peasents, Merchants, and finally Foreigners.
TECHNOLOGICAL ABILITIES: The soldier caste wears good ol' US PA or the inferior Chinese PA (depending on their scavenging ability) with either Chinese or scaveneged US issue military equipment (miniguns, laser and plasma rifles)
