Fallout 2 at 1.69GHz

Fallout 2 at 1.69GHz
You see, a problem I have with Fallout 2 is that travelling on the world map goes too fast. And the day/night wheel spins like a propellor. It took me half a month to get from Modoc to The Den, and the whole time I only got one random encounter because I move too fast. Also, it took me two and a half days to get from Modoc to the Ghost Farm, rather than the usual three hours on my Junker PC. I would play Fallout 2 on that computer, but I cannot go to Reno because it just runs way too slow.
I remember back in my old 100MHz days, that the trek between The Den and Modoc was one of the most dangerous for a lower-level character because of all the Highwaymen. Now it just sucks. I hate to think of what's going to happen when I get the car...
Is there a way to slow travelling time and the time that elapses while travelling down?

I get that prob. too, on my dads comp. It seems harder to get random encounters, which is disappointing when trying to level up.

I played Fallout 2 on 3 different systems, a 486 DX2 66 Mhz (yes it was very slow), a p2 400 Mhz, and a p4 2.0 Ghz. To me it seems that the faster the computer the less encounters you get (on the 66 Mhz i got 10 encounters getting to Klamath, on the 2.0 Ghz i can run from north to south without any encounters).
I heard that there are programs that can slow down your processor. Perhaps one of those could help solve this problem. I never used any of them though, and don't know where to find a good one.

What OS is everyone using? Can we find a common thread between behaviour and OS?
You might try CPUKiller. I haven't used it much recently, but it worked fine as far as I can recall from when I did use it..I heard that there are programs that can slow down your processor. Perhaps one of those could help solve this problem. I never used any of them though, and don't know where to find a good one.

Guess we'll just deal with it, eh? Also, my game seems to go fast if i go in a certain direction, like on the world screen if i got up and to the left(our left) it goes faster than normal.

I've had this problem on both a 2.39GHz Pentium, and a 1.69GHz AMD, both with XP on 'em.
