I found a story on this guy at the Wired site and his work seems very bizarre. It is all still photography but with the production values of a movie. Here are a few photos from the NPR site:

All photography aspires to the condition of film. Just kidding--but a lot of recent photography does nod to the look and conventions of its more glamorous cousin. Why not just make a movie? Ask Robert Longo or David Salle. Someday Charlie White might end up with a deal at Paramount, but for now he's content to reference a fictitious movie with nine large-format, color photographs that project the stagy aura of film stills.

I read the first part of that article... it actually makes a lot of sense, though I doubt it will catch on as a mainstream entertainment form any time soon.

Yeah its not really mainstream, but it is a popular trend in art photography. Cindy Sherman popularized the creation of making photos as if they were scenes from a film. There are plenty of photographers that make bizarre tableaus but Charlie White has gone in an interesting direction.

Being "artsy" has nothing to do with it. I kinda like it simply because it's so new.
