How do I turn my speakers up? I already turned them up to the maximum volume in real-life, as well as all the things I use (winamp, games)
Quite as a mouse. In a house. Full of mousse.

You mean *no sound* at all or just real quiet and has no effect on turning the knobs?
Either way, check the cords. If you stick the cord coming from your speakers to the sound car to the wrong whole (it's mic-in or something, right next to the correct one...) everything will sound quiet (well... "less noisy", in fact) and changing the volume in OS doesn't have any effect.
If it's plugged in the right place, then check the quality of the cords as well. I have my soundcard attached to a stereo set and through there to a pair of speakers. The cord between the soundcard and the stereos had worn out so badly that it would transfer data in only one position. If you turned, twisted or in any other way moved it (even a bit), it would stop working. I had to put Winamp on and test. When I could hear everything loud and clear I took a roll of tape and stuck the cord on it's place.
