Well, I emailed <a href=http://www.bethsoft.com>Bethesda's</a> PR man, <b>Pete Hines</b> with a rather simple FO3 question and got a not so simple response. (posted with his permission)

Thats a bit of mouth-stuffing there, i think. He's simply saying they still haven't gathered the entire team that will work on the game, so it would be somewhat obvious to infer that, if the team isn't together yet, they haven't started making research or decisions regarding what will be made.
EDIT: Also, you find it disturbing that they haven't made any annoucement regarding an adherence to the canon... but every Fallout fan has a different idea of what canon is, or should be. Saying they would adhere to it would be nearly the same as saying nothing, because merely saying they would do so would not give you any guarantees that they'd use what you, me, or anyone else would consider canon.

Above all, I'd like to see the original Fallout held up as the example. Fallout 2 keeps to the original canon decently but it's a bit.. leaky.
I don't put much stock in the Avellone's bible. In one part I read it said ghouls were a product of overly radiated people dying, and in another it said Harold became a ghoul when exposed to trace amounts of FEV after passing out in the military base during his excursion with Maxson.

Well... Avellone is kinda right there, except that Harold isn't a ghoul, really, he's just something else. Regular ghouls are the result of massive radiation exposure (not death, though, death just kills you). Some forms of FEV exposure (Harold wasn't dipped, probably just got hit by fumes) could potentially create something ghoulesque since FEV is really unpredictable.
