This is a filing about how Herve couldn't file his SEC reports on time. He doesn't want to put a number the SEC might be able to contact him on, because then they might ask him questions about the details (when Herve's "cunning plan" was to be vague as possible). Perhaps on some second phone-line in his house, and he's turned the ringer off on the phone.

After all, it might destract him from thinking about new ways to avoid paying his former employees.
