Our favorite Russkie <B>President Valdimir Putin</b> revealed plans today for a brand new arsenal of cutting edge nuclear missiles. Rumor has it they are specifically designed to get around the American missile defense program. Although, he claims it's for something else entirely:<blockquote><em> "I am sure that ... they will be put in service within the next few years and, what is more, they will be developments of the kind that other nuclear powers do not and will not have," Putin was quoted as saying by the ITAR-Tass news agency.

I just watched The Fog of War last night and in it McNamara speaks out against nukes. His reasoning is pretty simple: there ain't no learnin' from mistakes with nukes.

It's funny you posted this...cause I just finished watching Fail Safe on A&E. Good movie...I guess it was broadcast live back in 2000.

Note that whenever a terrorist attack occurs within russia it's the russian military that cause far more terror and damage, and earn far more fear from the populace, than the terrorists.

Perhaps the knowledge that taking hostages will have the entire city nuked to dust will appeal to the sense, logic and good nature of the concientous, balanced and kind terrorists?

The quote answers your question. The Russians are obviously worried that focusing solely on terrorism, non-terroristic threats may arise while they are distracted. Of course, this doesn't make sense, because instead tailoring their military to fight terror they're trying to crush the bad guys with the same Cold War-esque machine they've had for awhile; therefore, they are more than equipped to fight the old-style threats.
