cant get a party onto a harley.
and vehicles should be scarce, there shouldnt be a car in every town. so if a harley is put in that'd be at the cost of a car, and honestly I'd preffer a car... Where on your bike would you keep yer shit?
tied to the wheels?
I think bikes are a good idea. May be you can have vehicle combat..... On a bike you and move fast, but less armor, so that you can escape from combat area and end combat. On a car it's slower, but better protection and harder to escape from combat.

Because as it happens, it is fun to kill things with a crossbow, or even a compound bow. I imagine that sense (a feeling that is diminished by virtue of being stirred by a computer game, rather than life experiences) of joy and satisfaction translates well enough to killing humans, ghouls, deathclaws and super mutants too. Unless one is an indecisive tit, you can't usually have too many options.
The ability for tech-style characters to make all kinds of wacky objects, potentially so almost any problem can be solved with enough creativity and accumulated junk. Endless replay value?
suppose you're thinking about a plate of shrimp. suddenly somebody will say like 'plate' or 'shrimp' or 'plate of shrimp', out of the blue, no explanation.

Oh boy, oh boy, I'm locked in this closet. But hey, I found a ready glass bottle of nitro-glyserine from this trashed cabin, some first-grade airplane petrol from this sealed barrel and water-proof matches from my ear, now I can build a time machine to warp back in time and throw my enemies with shoes, because I dear not to use any firearms, because they go bang and killed my brother, even though I have no hesitation towards building atomic bombs and killing millions of (innocent, bah!) jews.
im hoping for a 1st person, non-turn based, console compatible multiplayer shoot-em up with only a loose association to the previous feel of the other two games.
...hey at least im not going to be dissapointed.
Two fish in a tank; one says to the other, 'how do i drive this thing?'
That's a good point. Bethseda's Fallout is likely to have a good editor, which will mean we might actually see a decent number of Fallout mods finished on that engine. It could also allow for a lot of freedom for design. I'll be dissapointed if it isn't at least as good as the ES's editor.

Oblivion's TESCS is much better than Morrowind's. Lots of new features and improvements. We haven't announced anything for Fallout 3 of course. As Todd Howard said in the interview he did for DAC:
Q: It's known Oblivion will ship with comprehensive editing tools, just like Morrowind did. Do you plan for similar tools to ship with Fallout 3, given the strong modding community the series has built up?
TH: I can't really say yet, but we had a great experience with Morrowind doing it, and are doing it again with Oblivion.

Presuming great plot, TB combat and a solid non-linear story line: Gory death animations (or has someone already said that - I really can't be bothered reading ten pages).
