Fallout and Fallout 2 were practically separate stories, not consecutive. It's really a matter of how the events of previous games are taken into notice in the gameworld. They can be in a bigger role or merely as distant references. Either way is fine by me.
They will probably be distant references, since they will most likely move the story to a different place in the world. I would perfer them as distant references anyways.
