Vic sucks. His repair isnt even that great, he cant shoot to save his life, and....hes fat.

I thought it also happens if you try to steal from him in non-combat and he catches you? Or does he just plain attack you for that?

Party NPC's never attack you for stealing (unless you've told them to "wait here until I get back"), and there's no such thing as stealing in combat. Other than that, you were completely right.
