Fallout Tactics was shitty and 3D. Actually ze Germans tried to make The Fall an RPG with real time combat and squad-based action, tsk, but it's basically a buggy Tactics with a crappy story. Just add it to the lengthy list of unfinished/unsuccessful post-apocalyptic games.

While the view is fixed and core of the game tile-based, there is
multi-layered level design(height being the third dimension) as opposed to, say, old top-down strategy games. It really boils down to how you define 3D. In gaming terms, it's called
2,5D , but I don't like decimals so I rounded it upwards.
