Heh redeye you see too many hollywood flicks, un peacekeeping sucks not because of all the european, asian, south american military forces and american that constitues it but because of the lack of power and poor management given to the peacekeepers, the srebrenica massacre is one prime example of that.
I would prefer teen crack swedish commandos like you said over a thousand navy seals, if only they could use appropriate roles of engagement and had a competent team of officers with sufficient power and cojones to make important decisions.

To get it to wrok they would have to remove the veto the members of the security council wields.
And they would have to see to that their descisions are binding under international law, with the world bank as a henchman so that they could freeze countries assets or summit.
And theyd prolly need a indepentent UN army, free from the reign of any country.
Like a UN foreign legion or summit.
However this will never happen, since the countries with veto will veto any such suggestion.
So the UN'll probably just keep on being a place where one can get ones invasion justified if needed, show how non-racist we are by appointing negroes as UN-presidents, and meet people to go to strip clubs with.
