How do I do this?

I remember doing when I used to own the game, but when I do it now I get a wierd-colored negative that's mostly black on the screen.

F12 will save a bitmap to somewhere in the Interplay/Fallout folder.
suppose you're thinking about a plate of shrimp. suddenly somebody will say like 'plate' or 'shrimp' or 'plate of shrimp', out of the blue, no explanation.
