Seriously? Because the world would be very realistic and gritty if all children were conveniently off-camera.
And it would be equally realistic if there were some sort of mysterious force that prevented you from hurting children exclusively.

Killing a child in the post apocalyptic wasteland is akin to giving money to charity, kikeboy. And you'd rather see tribals forming gangs and cults, attacking merchants and travellers, than as a controlled work force with the power to make the wasteland more inhabitable? The only "evil path" I see presented here, is you petitioning for removal of core Fallout material. Everything else is relative.

I demand child killing. Honestly, I don't see many reasonable arguements against it. If you can kill adults, why shouldn't you be able to kill children? Is it because you're allowed to kill adults and not children? Doesn't make a lot of sense, does it? Computer games (include console in the case of FO3) need to keep a fine line between realism and fun (i.e. you can take more than 1 bullet without dieing). There wouldn't be a lot of either if killable children weren't included.

But even so, I think of what the new engine we may face could hold in store. The 'age' diffrence in NPCs may be a linear thing, think about a gradient in age diffrences. This, opposed to the simple fully grown human placeholder, vs. the seperate unisex model for kiddies in the previous games. That's what was most disturbing to me.
I just don't want to go all skywalker on little kiddies. I don't think Bethesda's going to make me.
When I think of it that way, I'm safe knowing the devs would have more control over the... well... linearity of the game.

Character models still have to be hand-made though, unless there is some sort of monstrous procedural rendering that will require quad-core 64 bit processors with 32gb of ram? Maybe I am exaggerating.
I don't see a problem with unisex children, if you want to get picky, isn't that less disturbing than having sexed children? It would open up an entire pedophilia aspect that I'm sure you could do without?
