Good question. They're planning to use SPECIAL, question is, for what? Are they going to use the acronym only? Are there going to be any actual stats this time around, or just pointless numbers? Will the % mod system live on? What are your estimates ( besides that "oh god Fallout is like so dead " ) ?
I'm guessing that they'll keep it cause it's a "hella cool" acronym, and it's not too far out of line with their elder scrolls stat system. But I think that the stats will affect you more like Oblivion..
Seeing as it's teh FPS and is going to be twitch oriented, Perception won't have any bearing at all. Except maybe in conversation checks, or like.. uhh.. looking at.. stuff.
I guess endurance and strength will be the same, modifying HtH combat damage, carry weight, hitpoints and damage resistance, but I don't thing intelligence affecting how fast your skills level up will be in. What else will there be? Some really bland effect from luck?
Char I guess will be how easy the speech minigame will be, And agility will just be your movement speed and ever important ability to jump like a flea on PCP.
The % mod is probably dead. JE scrapped it, and rightfully so, because it made no sense.

and admit it, the % part of skills made no sense, since they didn't directly measure your percentage of success anyway. sawyer's version is fitter.
that said, i think whatever is implemented in fallout_oblivion will be reasonably shitty.

For luck you can go around collecting four-leaf clovers and make a luck potion with alchemy. This is how BethSoft will make this a really NEAT feature!
I think even if they would use special, it would be adapted for "Fallout dungeons" (vomit).. I wonder what it will be like? But I don't wait for anything real comparable with the original Fallout.
