<p><a target="_self" href="http://www.nma-fallout.com">NMA </a>has started up their <em>Fallout Developer Profile</em> series again, this time with <em>Fallout 2</em>'s <strong>Colin McComb</strong>.
</p><blockquote><em>Anyway,
when I showed up, there were three Planescape games in the pipeline.
Mine, Zeb Cook's, and Avellone's. Zeb's turned into Stonekeep 2,
Avellone's became Torment, and mine got canceled because our managers
couldn't justify having three Planescape games. I got shuffled over to
be the second designer on Torment, and I was working away happily on
that when I got the call to go do dialogues and areas for Fallout 2
(specifically, Broken Hills and San Francisco, so if you hate those
areas, you know who to blame now).</em>
<em>
I got a fifteen minute introduction to the dialogue editor, and then
was shoved forth to spew greatness from my brow. I probably should have
asked a few more questions along the way.</em>

Yip, McComb is actually a really good writer, of AD&D background and the second writer of Planescape: Torment after MCA, but they basically just pulled him over for a few days, shoved him in front of a computer and said "write up two towns".
Typical for the Fallout 2 dev cycle in general, if you ask me.

I always thought that for the last town/city, San Fran was pretty forgettable. I like the story of the forming of Broken Hills but not much else about it. Never really bought mutants, ghouls, and humans living together.
My favorite town in FO2 would probably be the Den. I don't know why.
The Hub is still the shit

Wasteland Radio, with Charlie C.
The Den has the FO feel, as does redding.
New Reno sucked, it could have worked, if they had expanded on it and had the things nessacary for survival, food and water, and explained were each came from and how the famlies each controlled a bit of each and what not.
San Fran just sucked.
The chink sub had possibilties, but shit was done with it.
And since we now know that the guy that did a lot on that area was basicly dumped and told to type, we know why.

An interesting article. It's good that the blame goes to whom it deserves.
As for my favorite Fallout 2 location, I'd have to go with Modoc; An early-game farming community with not too much significance but with good design and quests(the ghost farm, chicken coop, the injured cow that follows you around). Oh, and crawling down the crapper was a blast.
