Missiles aren't always 100% accurate and I assume you'd see at least some visible structures among the rubble even though a nuke has been detonated nearby. As I've said earlier, a damaged, derelict Capitol would be an interesting place to visit so let's just leave it there, shall we? If you're trying to prove that piece of concept art is illogical and contradicts the setting, you have to come up with more substantial evidence.

Or you have to calm down and wait for actual information about the game.

Being that this is old school 50's style, plan on a lot more bombers and a lot less missiles. And a lot of BIG bombs since they couldn't aim for shit.

But if everything goes into war, not just terror of war. Then the biggest targets aren't in the capitol. There is a reason why they don't keep for example NORAD etc. close the capitols. Capitols only fuck the morale down if they get blown. If you know you will KILL the other guy, the first targets aren't the capitol. When you get the important things blown to shit, then you can control the rest by reducing morale.

The tanks, the missiles, the targetting, the communications aren't in capitols, only the people and the morale. Then again, fuck that up and all hell breaks loose. Of course this can bite you back too, they get a morale boost of "LET'S KILL THE FUCKERS!".

Still, I think in a situation like this, it should either be bombed to hell (only a few buildings left), or it should be saturated with fallout. What's this semi-blow-flood thing then...furry deathclaw attack with pissing?

The thing is, the capitol is a great target because of the leadership there.

In a nuke exchange you dont care about pissing the other guy off or morale, becasue your just as equaly fucked, so you wana fuck him up as much as possible.

That means bombing population centers, bombing military facilites (glow), and bombing the capitol.
