I'm wondering more if we're not going to see the Enclave in the game. Very true, we've got no idea as of yet. I can definitely see it being shifted to another location though. Actualy, even Tennese has atomic age history to draw upon.
If it was based in the area I live, Georgia, there would be the lockheed plant in Marietta. During WW2 it was the bell bomber plant, and built a lot of bombers and would in the FO reality no doubt have continued producing military hardware (hell, its were they build the F-22 nowadays)

Per Mullins' own words, most of the strip mall material was provided by Bethesda. I liked how FO 1 and 2 only took place in certain regions tough.
