It looks like there is someone standing in the lower right corner with their hands on the railing.

Agreed Vas, but we have to remember that Mullins did this concept work and he's never played Fallout and doesn't understand the setting:

what a boring concept art.
there is no soul in this one.
And those bastards didn`t hired Leonard or Defonten. I can`t have hope anymore. 7 days left, just to get some more epic music shit.

Yeah. I dont get it, too. This guy is a mystary.Funny thing is, some of Mullins's non-FO3 concept art is more fallouty than the stuff he did for FO.

Lets enjoy some comments from teh official dumbed down Forumz:
Overall they are pretty dissapointed. Also there will be later Hi-Res pictures, what G-Staff said. I`ll add some more quotes later, there isn`t much nextgen hype in it.
Glamorous? Go back to your Fergie-bitch.This one is very glamorous, I do really enjoy this scenery, nice and fluffy, better than the one before that was rather scruffy and not that neat.
He seriously wrote that BANG BANG...want to say one thing... don't be so nervous for Bethesda works.
Think positive, there are things worse than this in life...
*BANG BANG BANG*

I agree that a shelled out DC is the way it should be. This art is still pretty boring though; and given what MSFD said about Mullins' work being only vaguely related to what was actually done on FO3, any interest generated by the figure in the lower right is completely smashed.
As I said to EvoG, they kind of blew their wad early on these. Capitol building and Paradise Falls were the proverbial "money shots". The only thing that would have topped those would have been a new power armor or some shot of NYC. Given what MSFD said about Mullins' (referencing this again), the Power Armor would have been a long shot unless they showed something from the in-house crew. The rumor mill about DC being the main area for the game kind of strikes out the NYC idea.

I think the industrial pipes is used to show us a form of a water treatment plant or something like that.
I agree with you all that this concept art is sort of disappointing after last week's fine treat. If the concept art is only used to show us (some of) the setting, then I'd guess, it is sort of OK...
It is still somewhat generic, I think...

I still don't understand why this is the art that they chose to release. We know that it is some of the earliest concept art done and it was done by a guy that hadn't played the previous games and had trouble getting the feel of fallout. The fact that they did release it must mean that the art illustrates the product pretty well.
I don't get it at all. I have a feeling that this art really does show alot about the game. I think that this concept art shows exactly the mood of the game. Fallout 3 will probably be exactly like this concept art, generic and uninspired.
Whatever, teaser in 7 days. I hope we see actual gameplay.
