100,000 20mm or 23mm AMAT/sniper rifles as above
5,000 Predator Drones (or similar)
100,000 anti-helicopter mines
Various devices for cloud-seeding (make snow/etc.), smoke generators capable of fogging up huge areas, chaff/smart chaff rockets for creating radar-free zones (enough to fill the sky continuously for months/years- use parachutes/balloons fueled with thermite to dispense/hang in the air for a long time.)
All sorts of decoy transmitters, scarecrows, inflatable tanks, etc.
Plus millions of little sensors, especially sonar.
Plus tens of thousands of assorted robots. (many would be auto turrets for the above weapons)
Keep all that shit in EMP-shielded containers.
Stash enough food for a few years, and so on.
I estimate that with associated costs added in, this would cost $4000-$8000 USD per capita to set up over a 10 year period.

edit: maybe throw in attack-buses (miniature cruise missiles) and GPS-in-flight-correction artillery shells (substitute rocket for propellant to negate need for an artillery piece. One guy could drag these around on a sled.) Just add another $100 a year per capita.
