So, yes, I think I fucked up in the dialogues with Moore, and he slipped that stupid note in the briefcase, with the result that Bishop kills me once I give it to him
I did try 2 inventory editors(in the items database, there are 2 Moore's briefcase), but it seems like they won't work with the F2 restoration project or something. One says it can't open the save.dat file, and the other one makes FO2 crash when I load my game after I've added the other Moore's briefcase.
Any solution?

I had a Moore problem, too.
I was killing Vault City (except for the doctor and nurse. Also I was going to let McClure and some other guy plus the slaves live... but the higher ups disappeared somehow.) and I hadn't received the briefcase yet.
So Moore was always in combat mode running away.
So I Sneaked up to him and initiated convo. Problem solved.
I got to use f2ie2, some funky inventory editor. It used to say "unable to load save01.dat" or something. I thought it was because I had the restoration pack.
Turned out it was because I had a manual install, and the editor was looking up for my FO2 directory in the registry, which it didn't find because of he manual install. Added a key and voilà .
