You'll be stopping the Master's son while helping the Newer California Republic make friends and allies with the Brotherhood of Steel which you'll be made king of. Delayed for PC till 2013 to which you'll need DLC to make it run!
Regardless of the environment, Beth's going to find some way to screw it up. I think the biggest problem was the D.C. as a location just wasn't believable. Even after nuclear war and 200 years of radiation decay, the Washington Monument still has structural integrity? While Fallout 1+2 of course had pieces of the setting that we can recognize, it stilled showed how most of the elements were either changed or completely forgotten. So really setting almost doesn't even matter. Personally I'd like to see something outside of the united states. Maybe post-apocalyptic Liverpool? No, because then Beth will add the ghoul Beatles cover band...
