You'll probably want to shave the places you don't want your beard, regularly.
Unless you want an unshaven look, but few peeps can pull that off without looking unhygienic.
If you have light colored facial hair or varying color, dying it will make a huge difference.
There's specific beard/moustache dye for doing this.. you could also try a hair dye, but be ready to plug your nose and mouth-breathe for an hour.
Like you said, a guy suddenly shaving his beard will look like he's missing something. I've clean shaved everything three times the last 8 or 9 years, and every time people have initially said they preffer the bearded look. I kept it clean at one point and most had just gotten used to it.
Currently sporting a goatee and scruff since I shaved my head again. Had a jawline beard to go with it before.
You might face a bunch of comments on your beard until you have something decent. By the time you're midway through your twenties, if you still don't have a decent beard, you're not likely to ever get one, might as well clean shave.
Also, learn how to shave properly, if you don't already.
It varies a lot from person to person, some need to use moisturizer, some need to rinse their skin and others can just leave it as it is.
If you have long hairs, cut/trim it, then shave it.
Use a proper razor, not a machine. As much as I hate to admit it(and I fucking loathe the commercials) gillette makes decent razors and they last a long time. Ironically I've saved money using one, whereas before I had to buy cheap razorheads regularly.
"Busted" Beard Myths:
Shaving your beard often will not make it thicker, only age might do that.
There's no diet, medicine or herbs that will thicken or increase the amount of beard hair.
There are some things that will make your beard grow faster, but not much and there's little point to doing it.

Might take a long time depending on how your facial hair grows. A guy at work will be like clean shaven one weekend then the next have a full on beard. I would have to agree with smiley as to keep it clean and like brush it or something so it looks pretty slick.

Don't listen to a word Smiley says, he's evil and he grows a beard like a woman. You should just take your beard as it comes, even if it's full of holes. Don't interfere with it, even if it means waking up chewing your own hair. Females will respond very well to a natural beard, it makes you look intelligent. You don't have time for all that trimming business anyway.
Let your beard be free, it will let you know when it's time to part. Dying your beard? What's next, shaving your armhair? Geez...
So apart from being utterly pointless, how would any of those advice help him have a nice beard when all he has is "a few scratchy looking pubes" to work with?

Keep in mind that good facial hair takes time, although it varies between men (or women, if of Mexican and/or Jewish ethnicity.) Mine takes about a month to grow, month and a half for best results.
