It's a movie with a cool aspect about how the US army was making psychic warriors during the cold war and then injects comedy into it. It stars George Clooney, Ewan Mcgregor, and Jeff Bridges as the dude. The concept sounded pretty funny to me but thats were it ended, the movie itself was pretty boring and didn't have much funny parts. It's kind of like a retrospect movie where Ewan reports about Clooney's past and shit so you get flash backs and then they go back to modern day as they drive in the desert and shit.
Overall it felt like it was a wasted opportunity to make a pretty good movie since it had a lot of good actors in it.

I heard about this awhile back. The cast alone was enough to get me to pay attention. Sad to here it turned out poorly.
