Appearing stupid is sexier than being stupid. Although I hear stoopid was a cut perk in fallout three, but was abandoned when the devs found out it could be simulated by simply playing the game...
I've always been of the opinion that the Master's super mutants and DC's "super mutants" are two entirely different things. Of course, that could just be wishful thinking.

That was their claim, if I'm not mistaken. I just hope NV does enough to distinguish the difference and doesn't just copy and paste the assets and fart out the exact same failure as before

I never saw that claim.
I think the major difference between real super mutants and DC super mutants is some care actually went into building them, while I guess DC mutants are gassed (by something that's never revealed because Bethesda is lazy) and sent on their merry way.
