EMP shells in Tactics cut through robots like a hot knife through butter. I always had Stitch stick to Small Guns and maxed out shit like First Aid, Doctor and Barter on him. Shotguns were situational in end game though because many maps were focused on long-distance and the best shotguns had very limited range. In close range vs robots, EMP shells were unparalleled by anything else (instant kill), also because the animations were far quicker than the shooting with Plasma and Laser rifles.

It actually is. Especially when it comes to pistols. Anyone can hit a moving target with a rifle, but be my guest and try doing it with a .45er. Under stress. In poor conditions. In a hurry. Possibly with the fear of death included as the suspect is acting dangerously. And also, shooting someone in the leg isn't as clean and tidy as the movies make it look like. There are actually main arteries, so a big round in the leg might actually be more lethal than, say, shoulder area. Bleeding to death can be pretty fast.

The only pistol's I've fired were an M1911 Colt .45 ACP and then a collection of .22 pistols, and besides the kick on the .45 it was fairly easy to line everything up and get a hit. That said I never fired at a moving target with it.
Rifles and shotguns are easy to aim with, though. Also I have about nine years experience with them via skeet shooting then dove, duck, deer, and turkey hunting so that might be why I don't think its difficult. With a shotgun all it takes is lining up the sights and following through the target's movement, I don't see what would make it so difficult.
Going bear hunting this coming winter. Belated high school graduation present from my dad.

The problem with pistols is you have to train often, and with the same pistol - even those of the same make and model have slight differences - to become highly proficient. The job of cops isn't to shoot people; they carry guns to intimidate and as a form of self-defense. It's very difficult to shoot someone who is trying to avoid it, especially if they're shooting back. In 2007, there was a shoot out in a Pittsburgh neighborhood between three cops and a guy with a MAC10, with both parties running through the streets and taking cover. It ended when the suspect ran out of bullets. Investigators determined over 930 rounds were fired in the exchange. Neither the cops, suspect or bystanders were killed or wounded.
