Zenimax is not Bethesda. Zenimax is a publisher, not a developer. As a publisher they don't do anything other than market the games, not tell them [the developers] what, where, when, and how to make them. Zenimax owns developers and publishes their games. Bethesda has nothing to do with id other than they're both owned by Zenimax.
And the name of the company is id Software, not ID. Its id, pronounced ihd, not eye-dee.

Indeed.
Not only can they dictate many things but if the developers refuse to follow suite they can shut down the central studio. This may or may not be blocked by certain term-limited contracts various employes signed with Zenimax before the purchase but after that there's definetly nothing stoping them from completely eradicating the studio and just profiting from the names of various games like EA did to westwood.
