Of course, I already own an Xbox, and chose to get Vegas on PC because of the lack of content control.
Of course, in my ideal world, it wouldn't be hard for enterprising hackers to gank the DLC BSA off of the Xbox download and slap it up on the internet.

It probably isn't, but I'm thinking M$ figures most people don't bother with piracy on 360, atleast when in comparison to PC.
Plus - if it was on PC, there's probably a multitude to get the DLC, such as Steam, which means that Microsoft sees no money, whereas with every DLC on 360, they see a chunk of the pie.

You are forgetting the potential patches to correct serious issue with the DLC. The DLC also has an ESM.
