All they have to do is build another building right next to it so it has something to lean on. Everyone even Big Ben needs a shoulder to lean on.
Of interesting note the 10 story tower at my past college was leaning and was considered not earth quake safe so they were planning to take off about 4 levels and then do some renovations. I didn't really like the idea because the building was symbolic and looked cool even though it's usefulness wasn't that great. To replace it they made a giant box of a building with lots of glass
