Well, the art is improving. It's no Penny Arcade, but it's not bad, and it's a hell of a lot better than anything I could do.
However, the in jokes are kind of annoying. The strip is apparently targeted at regulars in #Fallout on Gamesnet. If you could just give a little background on the events that inspire the strip, it would be nice.

It's missing a bunch of text: basically the townspeople greeting GG overjoyously (with spamming in the background), which might have helped to understand a bit.
Next time try to use the same font everywhere.
I suggest you use my Fallout dialog font (available from DaC), it's very usable in black on white (I had to design it that way).
For the lines, I suggest reqorking them with real lines too, same goes for the text bubbles... For the life of me I can't remember the name of those.

This time it is funny, it`s getting better, let`s see if it improves even more, but listen to Red, he`s right about those sugestions. First time i can say good work.
