Let's see: Stabbing them to death gets your shirt all stained, not to mention the cost of purchasing/making a knife.
Beheading leaves a huge mess, plus you have to buy a basket, and make a really huge specially forged axe to do it. That takes a lot of work, though it's good for business (the wicker basket maker and the blacksmith get some profit, not to mention the executioner's fee)
Hanging. Oh, that requires rope. Really strong rope, if you want it to work, not to mention expertise in knotting, plus a really big chair, or a horse, either of which would require purchase. You could also build a gallows, which also requires money, not to mention it's a waste of space when there isn't anyone to hang.
Shooting requires ammo, and aim. Why spend a dollar on bullets?
So yeah, stoning's very cost effective, if not the most cost effective of executing someone. All you need are a few volunteers willing to stand 10 feet away from the person about to be executed, gather some rocks from the ground (pretty easy, unless you live in a hi-tech dome) and chuck them at the person repeatedly, at least until the screaming stops.

Stone the woman in the water! That way you dont have to get your clothes wet holding her under the water and there no blood and dashed brains on the ground cos the water will wash it away.
